Tournament Rules
     

 
 

1.TEAM ELIGIBILITY: This tournament shall be open to all teams comprised of properly registered youth players (as defined by the Rules of US Youth Soccer) in all age groups indicated on the tournament approval form, provided such team is in good standing with its youth state association or country, as necessary.

It shall be the responsibility of each National State Association to certify the eligibility of its competing teams and to provide such teams with a certified copy of the roster, permission to travel, and proof of insurance.

Foreign teams must have written permission and verification from USSF and the team’s federation indicating authorization to participate in the tourname

 
2.PLAYER ELIGIBILITY: US Youth Soccer players must be legally registered to US Youth Soccer through their respective National State Association according to US Youth Soccer registration requirements. All teams must have current US Youth Soccer or approved organization player passes or the appropriate National State Association passes to participate. Passes must be verified, photo attached, and laminated. Players need passes checked prior to play. (Photo, DOB)
 

3.FIELD OF PLAY:

Goals: 6.5 feet high by 12 feet wide.

Playing field:Approximately 40 yards (length) and 30 yards (width).

 

 

 

Penalty box: 10 yards wide by 5 yards long.

* Goalkeeper will be mandatory at all games for ages U9 and above

 

4.NUMBER OF PLAYERS:

 

(1) Maximum on roster-10 players for U9 and U10; 8 players for all other ages

(2) Minimum on field-4

(4) Unlimited substitution at game stoppage.

 

5.Each game will consist of two 15-minute halves with the teams changing ends at halftime. There will not be a break at halftime

 

6.BALL: As per FYSA regulation for each specific age group.

(U9/U10/ U11/U12-Size 4 U14/U16/U19-Size 5

 

7.PLAYER EQUIPMENT:

Player equipment shall be in accordance with the requirements of the Affiliate, FYSA and FIFA rules.

 
Additionally:

a.) Screw in cleats is permitted; however, judgment as to their safety is at the discretion of the referee.

b.) Orthopedic casts are not permitted.  However, soft braces can be worn with written approval from a doctor, and judgment as to safety is at the discretion of the referee.

c.) Shin guards must comply with FIFA Law 4:

1) Shin guards are covered entirely by the stockings.

2) Shin guards are made of a suitable material (rubber, plastic, or similar substances).

3)Shin guards must PROVIDE A REASONABLE DEGREE OF PROTECTION.

4) Shin guards are required for any FYSA event for the safety of the players.

A player may be removed from the game at any time if the referee determines that the player is using or is attempting to use a brace to injure another player.

Teams will wear uniforms of matching design and color with a minimum of six (6) inch numbers affixed to the back of the uniform shirt. No two players may have identical uniform numbers on the team roster or while both players are playing on the field at the same time.

a.In the event of similar team colors, the designated home team will be required to change to a color accepted by the referee.

b.Teams dressed predominantly in colors of those associated with the referee uniforms will be responsible for providing the referee and assistant referees with a jersey that is distinctively different from the uniforms worn by either competing team. 

c.The goalkeeper uniform colors must distinguish him/her from the other players, the referee and the assistant referee.

 
8.REFEREES: The referee shall have the authority to remove a player from a game for serious foul play. The decisions of the field referees shall be final. There will be no protests.

10.COACHES TECHNICAL AREA: The technical area for the matches will be on the respective sidelines.
 
11.START OF PLAY: Each match will start at half field with a kick-off. All restarts after each goal will also be at half field
 
12.BALL IN AND OUT OF PLAY:The ball is out of play when:

1. It has wholly crossed the goal line or touch line whether on the ground or in the air

2. Play has been stopped by the referee

 

13.OFF SIDES: There will be no off-sides

 

14.PASS VIOLATION:   Goalkeepers, at no time, can propel the ball over the halfway line in the air. Violation will be an indirect free kick, where the ball crossed the line. The ball may bounce or roll across the halfway line. If the goalkeeper puts the ball down on the ground after making a save and becomes a field player, he must play the ball at least once within the defensive half of the field before being able to kick it over the halfway line.

 
16.RESTARTS:All restarts (kick off, goal kick, corner kick, etc…) shall be indirect

17. FREE KICKS:

  • All free kicks shall be indirect except for a foul in the penalty area, which will result in a penalty kick.
  • No defender shall be closer than 10 feet from the ball.

18.PENALTY KICKS:

The penalty spot shall be 5 yards (15 feet) from the goal line and all defenders shall not be closer than 10 feet from the ball.

19.THROW-IN:

The ball will not be thrown in but kicked in, with no defender closer than 10 feet.

20.GOAL KICK OR GOAL THROW: When the ball crosses the end line, after being last touched by a player of the attacking team, it is put into play by the goalkeeper, with a goal throw or by any player with a normal goal kick.

(1) Only goalkeeper can restart play with a goal throw.

(2) Goal kick or goal throw may be taken from anywhere within goal area.

(3) Goal kick or goal throw is subject to the pass violation.

 
21. CORNER KICK: Restart rule applies. No defender shall be closer than 10 feet to the ball.
 
22.DISCIPLINE:The tournament committee shall have a discipline committee of not less than three (3) members. The discipline committee will review and rule on all reports of unacceptable conduct by players, managers, coaches, referees, spectators, etc., using the FYSA standards as set by FYSA Rule 502.

a.All players and managers/coaches shall be subject to FYSA Section 502-Discipline and Sanctions.

b.A player or manager/coach ejected will have an automatic minimum one (1) game suspension regardless of the cause of the ejection.

c. Depending on the severity of the unacceptable conduct, the discipline committee may recommend the suspension of up to the duration of the tournament with further disciplinary action by the appropriate state or national association. The discipline committee recommendations must be available to the affected parties no later than prior to their next scheduled game.

d.At the conclusion of the tournament, passes will be returned to the coach (even if a suspension has not been completed).  A complete report will be sent to FYSA within seventy-two (72) hours of the conclusion of the tournament for possible further discipline.

 
23.DETERMINATION OF WINNERS: In group play, there will be no overtime games. Standings in a group will be determined by game points as follows:

 

5 points for a win.

2 points for a tie.

0 points for a loss.

Should there be a tie in standings, the winner will be determined by:

1) Head to head results.

2) Goal differential (with a maximum of +6 per game).

3) Number of goals scored (only 6 goals are counted)

4) Number of goals allowed (only 6 goals are counted)

5) 3 penalty kick shoot out (alternating kicks thereafter if still tied)

* In case of a forfeit, the winning team will be awarded 6 goals for tie-breaker purposes

 
Playoffs
Should a game end in a tie during the playoffs, there will be two five-minute overtime periods. If the game is still tied at the end of overtime, there will be a 3-person penalty kick shoot out. If the game is still tied, each team will take alternate penalty kicks until one team wins.

24.PROTEST:

A protest committee shall be named at the credentials check-in and shall consist of at least three (3) members. No persons who would benefit by any decision of the protest committee shall have any vote with reference to protests involving his/her team, league, or association. For a protest to be considered, the following procedure must be followed:
-No protest on referee judgment or discretionary calls will be accepted.
-Verbal notification of an intention to protest must be given to the tournament officials immediately following the game.
-Protests must be in writing by the manager/coach and delivered to the tournament committee no later than one (1) hour following the completion of the game or incident and accompanied by a cash fee of $200. This fee will be refunded should the protest be upheld.

d.The protest committee will investigate the particulars of the protest and rule on it as soon as possible but no later than the beginning of the next scheduled game for teams involved in the protest.

25.JEWELRY

It is the policy of FYSA that no player be allowed to wear ANY jewelry while participating in any FYSA sanctioned match. The only exception that may be allowed is a medical alert bracelet or necklace when taped to the body. The referee shall make the decision as to the safety of the player and the referee’s decision is final. (The taping of any earring shall not be permitted under any circumstances.) If the referee notices a player wearing jewelry while the match is under way at the next stoppage of play, the referee will instruct the player to remove the item. If the referee deems the jewelry to be dangerous to any player, he must stop the match to correct the situation

26.EXTERNAL CONDITIONS, WEATHER, ETC.:

In the event unusual conditions necessitate the rescheduling, curtailment, or cancellation of games, the Tournament Committee shall have absolute authority to make these changes or cancellations in order to best serve the interest of the tournament and the players safety.

27.402.4

In any FYSA sanctioned match a break will be given at the midpoint of each half of regulation time and at the end of each overtime period (if played) for player hydration. This break will be given at a normal stoppage of play and it is mandatory for any FYSA sanctioned match during which the air temperature is or is expected to reach eighty-five (85) degrees.

28. GENERAL: 

The Tournament Committee will not be responsible for any expenses incurred by any team, due to cancellation, in part or in whole, of the tournament. The Tournament Committee’s interpretation of the foregoing rules and regulations will be final. The Tournament Committee reserves the right to decide on all tournament matters.

Anything rulings or issues not provided for above will be determined by the tournament committee and it’s decisions will be final without exception.
